Portrait of Moira McKarracher

A Sector in Transition: Challenges and Changes in Development

About Moira

Moira has spent three decades on the question of how people actually get from education into work – and what has to be true of a system for that to happen at scale. Her career runs from qualifications design in Scotland, to youth employment policy at the heart of UK government, to reform of labour market programmes in Greece, Romania, Indonesia and Turkey. The through line is employers: she has argued that skills policies and programmes fail when the people doing the hiring are treated as an afterthought.

She has advised the World Bank, the European Commission, the European Training Foundation and the British Council, and worked with national and international governments on skills strategy and reform.
